Tao Te Ching · Ch. 49
聖人無常心,以百姓心為心。善者,吾善之;不善者,吾亦善之;德善。信者,吾信之;不信者,吾亦信之;德信。聖人在天下,歙歙焉,為天下渾其心。百姓皆注其耳目,聖人皆孩之。
Shèng rén wú cháng xīn, yǐ bǎi xìng xīn wéi xīn. Shàn zhě, wú shàn zhī; Bù shàn zhě, wú yì shàn zhī; Dé shàn. Xìn zhě, wú xìn zhī; Bù xìn zhě, wú yì xìn zhī; Dé xìn. Shèng rén zài tiān xià, xī xī yān, wéi tiān xià hún qí xīn. Bǎi xìng jiē zhù qí ěr mù, shèng rén jiē hái zhī.
The sage has no fixed personal mind; the sage takes the mind of the people as their own mind. To the good I am good; to the not-good I am also good — for Virtue is goodness. To the faithful I am faithful; to the unfaithful I am also faithful — for Virtue is faithfulness. The sage, dwelling among the world, draws in and gathers the world's heart, blending it all. The people all fix their eyes and ears on the sage, and the sage treats them all as children.
